The Nigerian Immigration Service (NIS) has issued a mandatory e-Registration directive for ALL resident and visiting migrants in Nigeria.
Benefits of migrant registration
- Registration is free.
- Data from e-registration will be forwarded to the National Identity Management Commission to develop a Migrant Identification Number.
- Migrant is secured under immigration responsibility.
Penalties for failure to register
Failure to compy with the Migrant Registration is contrary to Section 57 (5) of the Immigration Act 2015 and punishable under the same section.
Who is a migrant?
A migrant is any person who is not a citizen of the Federal Republic of Nigeria.
Who needs to register?
Any non-citizen of Nigeria who has or intends to stay in Nigeria for a period exceeding 90 days.
Eligibility for biometric e-registration
Eligible persons are as follows:
- 18 years of age or older.
- Not a citizen of Nigeria.
- Not otherwise exempted from compliance with registration (see below).
- Intends to reside in Nigeria for any period exceeding ninety (90) days.
Exempted persons are as follows:
- Under 18 years of age.
- Diplomatic community with diplomatic immunity.
- Immigrants or visitors staying in Nigeria for less than ninety (90) days.
How to register
All eligible migrants should register in their State of residence.
Web-based Pre-registration (not compulsory)
Migrants may opt to pre-register online and later proceed to a designated Registration Office. Web-based registration details to follow.
Pre-registered migrants will need proceed to a Migrant Registration Centre to verify documents and to complete biometric capturing.

Migrant registration procedures
- Take supporting documents to any designated Migrant Registration Office in your State of Local Government area of residence.
- If you have pre-registered online your data will be cross-checked.
- Supporting documents will examine submitted documents.
- If Registration Officer is satisfied with information and documents submitted, the documents will be uploaded and captuted demographics and biometrics are also submitted.
- Migrant will receive an acknowledgement slip showing registration details.
Responsibilities of the migrant
Immigration Regulation 2017 – Section 30: A migrant accommodated in any premises as described under Regulation 28 and 29 of the Immigration Regulation 2017, shall enter his/her details or information in the register provided by the owner of the premises.
Section 33: 1) A migrant is expected to provide full name, address, occupation and certificate of registration as may be requested by an
Immigration Officer . 2) Where a migrant is exempted from the requirements of the Act or these Regulations, he shall satisfy the Immigration Officer that he is exempted.
Responsibilities of the residence owner/landlord
Immigration Regulation 2017; Section 28 and 29: Mandates house owner/landlord of any premises that are accommodating (with or without payment) a migrant to ensure that such migrant complies with all the provision in the Immigration Regulation. Where a migrant fails to do so, it is the duty of such house owner/landlord to notify the immigration authority in the State in which the migrant is residing.
